Since it first gained its national independence in 1991, the modern Republic of Azerbaijan has, throughout the past three decades, embarked on a journey of successful, but complex, development. Although the events unfolding in recent years all over the world, including political and economic crises, have impacted on Azerbaijan to some extent, the process of overall reforms launched by the national leader, Heydar Aliyev, has helped to ensure a sustainable social and economic development. As a result of the well balanced State polices implemented by Mr. Ilham Aliyev, President of the Republic of Azerbaijan, the sustainable development of our country is secured by clearing the way for the resolution of many of the social problems of its citizens, by improving social care opportunities for the population and making progressive steps to further increase its prosperity.

These issues also had their definite reflection in the Azerbaijan 2020: Look into the Future, the Development Concept approved by Decree 800 of 29 December 2012, signed by the President of the Republic of Azerbaijan. This Concept covers all the strategic targets of the economic policies in each field of public life, and it takes a full breath through targeted State Programs. One of the main parts drawn in a strategic line on this blueprint document is to develop high quality social services for the population, and make it accessible for various social groups, particularly vulnerable families. At the same time, in order to boost the social protection of the population, it sets as one of its goals to continue and broaden the scope of works.

One of the goals of the social policies declared by the Government of Azerbaijan is to improve the housing conditions of its citizens. The increasing size of the population makes very important the satisfaction of the needs of Azerbaijani citizens for housing. In particular, the resolution of housing problems for low and middle income citizens, as well as young families is defined as a priority task.

As a follow-up of reforms implemented in this field, the Head of State has signed the Decree 858 of 11 April 2016 to establish the State Housing Development Agency. The main aim in creating this Agency is to meet the housing needs of the citizens of the Republic of Azerbaijan, improve their housing conditions, ensure the building of ecologically friendly and energy efficient apartment houses of modern architectural style and make more viable the public policy in the field of urban development and construction. In order to make possible the construction of apartment complexes in the country, create conditions for the country’s citizens to purchase low cost housing, organize and ensure the rational management of funds allocated for the construction of apartment complexes, MIDA, a Limited Liability Company under the State Housing Development Agency was created.

Under the Decree of the President of the Republic of Azerbaijan No.1125 “On some measures to improve the public administration” dated November 24 2016, the State Housing Development Agency Legal Entity was established based on the State Housing Development Agency. Pursuant to the Decree of the President of the Republic of Azerbaijan No 1819 “On some issues related to ensuring the activities of the State Housing Development Agency of the Republic of Azerbaijan” dated February 7 2018, “Charter of the State Housing Development Agency of the Republic of Azerbaijan” was approved.
